A native of Marion County, Georgia, Joley graduated from the College of William & Mary in Williamsburg, Virginia, with a dual Bachelor of Arts degree in the Thomas Jefferson Program in Public Policy and Sociology. Thereafter, she attended the University of Pittsburgh, from which she received her Juris Doctorate and a Certificate in Health Law Administration, Finance and Governance.

While in law school, Joley served as a certified legal intern for the University of Pittsburgh Elder Law Clinic, where she assisted seniors and their families in a variety of legal matters. In this role, she gained experience in seeking guardianship appointments, drafting estate planning documents, and resolving Social Security, Medicare, and Medicaid issues. She gave numerous presentations at Assisted Living Facilities and AARP chapter meetings on the importance of estate planning documents. Joley served as an intern for the Pittsburgh State Health Insurance Assistance Program, wherein she counseled Medicare participants in plan selection and benefits. She has also interned for two state court judges.

Joley is a regular speaker and author on such topics as estate planning, mental health care, Medicaid, Medicare, long-term care and disability planning.
